Kenya is grappling with a growing debate over police accountability and human rights after police officer Hiram Kimanthi officially resigned from the service, citing ethical and legal concerns over a controversial directive issued by Interior Cabinet Secretary Kipchumba Murkomen.
Kimanthi’s resignation follows weeks of public and political backlash against Murkomen’s now-infamous “shoot-to-kill” order, issued on June 26, 2025. The directive instructed police officers to shoot anyone approaching a police station with the apparent intent to steal firearms or harm officers—a statement that sparked immediate condemnation across legal, political, and human rights circles.
