Uhuru Kenyatta Rebukes Kenyan Leaders Over Trump’s Aid Cuts, Urges Self-Reliance for Africa

Former Kenyan President Uhuru Kenyatta has urged African leaders to view former U.S. President Donald Trump’s recent suspension of foreign aid as a catalyst for self-reliance rather than a setback. Speaking at the East Africa Region Global Health Security Summit in Mombasa on January 29, 2025, Kenyatta emphasized the importance of African nations taking charge of their own development and reducing dependence on external assistance.

Trump’s executive order, signed on his inauguration day, initiated a 90-day freeze on foreign aid spending, affecting programs like the President’s Emergency Plan for AIDS Relief (PEPFAR) and USAID, which are vital to many African countries. This move prompted concerns among African leaders about the potential negative impacts on health and development initiatives.

In his address, Kenyatta challenged the prevailing sentiment of disappointment:

“I saw some people the other day crying that Trump has withdrawn funding. Why are you crying? It is neither your government nor your country. He has no reason to give you anything. You don’t pay taxes in America. He is appealing to his people.”

He further urged African nations to reassess their priorities and allocate resources to critical sectors such as healthcare:

“Nobody is going to continue holding out a hand to give you. Whether we like it or not, funding for pandemics must come from ourselves. We need to re-prioritize what is important for us as Africans and allocate resources accordingly.”

Kenyatta’s remarks have garnered international attention, with figures like Elon Musk, head of Trump’s Department of Government Efficiency (DOGE), expressing support. Musk commented on social media, “Good for him!” in response to Kenyatta’s stance.

This development serves as a pivotal moment for African leaders to reflect on their nations’ reliance on foreign aid and to strategize on building more self-sufficient economies and healthcare systems.

Trump’s Aid Freeze and Its Impact on U.S.-Funded Programs in Africa

In a recent policy shift, President Donald Trump ordered a 90-day freeze on federal grants and loans, encompassing both domestic and foreign aid programs. This decision has significant implications for U.S.-funded initiatives across Africa, affecting sectors such as healthcare, education, and infrastructure development.

The Aid Freeze Directive

The directive, issued in late January 2025, aimed to pause approximately $3 trillion in federal assistance to reassess spending priorities. The freeze included a broad spectrum of programs, with only essential services like core medical care, food, and shelter receiving waivers. Notably, services related to abortion, transgender support, and other non-essential areas were excluded from these waivers.

Impact on African Programs

The immediate effect of the aid freeze was felt across various U.S.-funded programs in Africa:

  • Healthcare Services: Programs under the President’s Emergency Plan for AIDS Relief (PEPFAR) faced uncertainty. While waivers allowed the continuation of HIV treatment, there was ambiguity regarding prevention services, leading to disruptions in comprehensive care.
  •
  • Humanitarian Assistance: Organizations providing essential services like food and shelter grappled with confusion over the scope of the waivers, resulting in delays and temporary halts in aid distribution.
  • Economic Development Projects: Initiatives aimed at infrastructure development and economic growth experienced funding uncertainties, potentially stalling progress in these critical areas.

Legal Challenges and Policy Reversal

The aid freeze faced immediate legal challenges, with critics arguing that it represented an unlawful overreach of executive power. A federal judge temporarily blocked the freeze, leading to further confusion among aid organizations. Subsequently, the White House Office of Management and Budget rescinded the order, allowing the resumption of federal grants and loans.

Ongoing Uncertainty

Despite the lifting of the freeze, many health and humanitarian groups remain uncertain about the future. The initial directive and its subsequent reversal have led to confusion, with organizations seeking clarity on funding and operational guidelines. This uncertainty poses challenges to the continuity of essential services in African countries reliant on U.S. aid.

Conclusion

The temporary freeze on U.S. federal aid has highlighted the vulnerability of international assistance programs to policy shifts. While the immediate crisis has been averted with the lifting of the freeze, the episode underscores the need for clear communication and stable funding commitments to ensure the uninterrupted delivery of critical services in Africa.
